Abstract

UCM Paper 42. Develops cosmological perturbation theory for the UCM. Three results: (i) H₀-regulation principle fixes Ω_Λ = 0. 6834; (ii) w = −1 follows microscopically from fixed E_Λ per U-cell; (iii) non-local membrane correlations predict low-ℓ CMB anomaly consistent with Planck data. Solar system constraints satisfied.
