The goal is to support trustworthy deployment rather than unrestricted capability expansion. The paper concludes that the AI-native economy is best understood as an economy of organized certainty production. The decisive competitive advantage lies not in generating intelligence, but in governing it under real conditions. Within the Civilization Physics framework, this work establishes a general principle: as cognition becomes cheaper, the value of systems that reduce uncertainty increases. Sustainable AI economies therefore emerge through the expansion of negative-entropy infrastructure, not through the disappearance of institutional structure.
