This paper addresses the "Problem of Time" in quantum gravity—the absence of any time parameter in the Wheeler-DeWitt equation (Ĥ|Ψ⟩ = 0). Rather than attempting to recover hidden time from this equation, we propose that its timelessness is correct: time does not exist at the fundamental level. We develop Energetic Time Theory (ETT), showing how time emerges when energy is confined by fundamental forces into composite systems with internal structure. The mechanism is precise: the rate of proper time accumulation equals the ratio of internal to total energy (dτ/dt = Eᵢnt/Eₜotal), reproducing the standard relativistic time dilation formula while providing a physical explanation for why time dilates. The paper establishes formal compatibility between ETT and the Wheeler-DeWitt constraint, compares ETT with five major alternative approaches (Page-Wootters, thermal time, shape dynamics, consistent histories, and WKB/semiclassical), and presents a distinctive testable prediction: a temperature transformation formula for moving thermal systems.
