We propose the Continuum Informational Emergent (CIE) theory, a novel cosmological framework that fundamentally reconceptualizes the nature of reality. Unlike the standard Big Bang model, CIE posits that the universe is not a temporal phenomenon with a definite beginning, but rather an emergent manifestation of an atemporal substrate of structured information. In this framework, space, time, matter, and energy are not fundamental entities but emerge from patterns of coherence within an underlying informational continuum. We formalize this theory using category-theoretic structures and tensor network formalism, drawing connections to recent developments in quantum information theory, holographic duality, and emergent spacetime physics. The theory makes testable predictions regarding non-local correlations in cosmological structures, spectral discretization signatures in vacuum fluctuations, and potential deviations from Lorentz invariance at extreme scales. This work presents the theoretical foundation, mathematical formalism, and empirical implications of CIE theory, offering a paradigm shift in our understanding of cosmological origins and the fundamental structure of reality.
