We propose a mechanism for violating the Cosmic Censorship Conjecture (CCC) that isqualitatively distinct from previous overspinning proposals. Rather than adding angularmomentum to an existing black hole—which encounters the self-limiting mechanisms identifiedby Wald (1974)—we engineer a background spacetime in which the effective spin parameteralready exceeds the extremal limit prior to gravitational collapse. Specifically, we show that theconstructive superposition of frame-dragging fields from a multi-body supermassive Kerr blackhole configuration can produce a convergence region where the shift vector magnitude exceedsc. Matter collapsing within this Concentrated Centrifugal Frame-Dragging (CCFD) zoneinherits a super-extremal effective spin, and the horizon radius equation admits no real solutionat any stage of collapse. The singularity forms without a horizon—it is born naked. We addressstabilization via charged-singularity magnetic confinement using coherent magnetar arrays,and propose that the Neo-Lorentzian interpretation of GR (with the CMB dipole as preferredframe) eliminates CTC pathologies, removing the primary theoretical objection tosuper-extremal stability. We identify five observational predictions testable with current andnear-future gravitational wave detectors.
