This paper applies the Temporal Dynamics Framework to the Elliott-Halberstam Conjecture on the distribution of primes in arithmetic progressions. The Elliott-Halberstam Conjecture (1968) strengthens the Bombieri-Vinogradov theorem by proposing that the level of distribution of primes equals 1. The analysis examines arithmetic progression structure, resonance distribution, and parity detection through the Universal Prime framework. Six diagnostic figures are included.
