This paper defines Structural Intelligence as the capacity of a system to keep coherence answerable to reality through revision under constraint. It argues that intelligence is not best understood as processing power, fluent output, or successful performance alone, but as revision-capacity under pressure from feedback, consequence, and external reality. The paper draws together insights from cybernetics, organizational learning, resilience theory, cognitive psychology, and AI safety, showing that many existing literatures already point toward the same deeper requirement: a genuinely intelligent system must be able to detect error, absorb disturbance, and reorganize when its current structure is no longer enough. Structural Intelligence names the missing synthesis. The paper introduces the distinction between coherence and contact, develops the Answerability Loop as the framework’s operational core, and argues that modern conditions of cheap fluency make a stricter criterion of intelligence necessary. Its core claim is simple: intelligence becomes real where order remains revisable under constraint.
