The quantitative morphological and statistical similarity between the large-scale cosmic web of galaxies, filaments, clusters, and voids and the neuronal networks of the human brain - demonstrated through identical broken power-law density spectra, clustering coefficients, degree distributions, and information-storage capacities after a linear rescaling of approximately 1 - poses a profound question: do these structures share not only form but an underlying dynamical principle capable of unifying cosmic structure formation with biological cognition and consciousness? Independently, the Orchestrated Objective Reduction (Orch-OR) theory of Penrose and Hameroff posits that consciousness arises from gravitational self-collapse of quantum superpositions in neuronal microtubules 3,4, while Zizzi’s model interprets the end of cosmic inflation as a primordial “Big Wow” objective reduction (OR) event involving a superposition of quantum registers - numerically identical to the tubulin count required for a human conscious moment 2. We propose the Hierarchical Scale-Invariant Orchestrated Reduction (HSIOR) framework as a complete, mathematically consistent unification. HSIOR posits that gravitational objective reduction (OR), regularized by the holographic principle at the Planck scale and flowing under renormalization-group (RG) coarse-graining at larger scales, acts recursively on a single scale-free quantum network. This operator generates discrete moments of consciousness (qualia) at every hierarchical tier while seeding classical filamentary networks whose RG-invariant statistics precisely reproduce the Vazza–Feletti similarity 1. The framework distinguishes consciousness (irreducible, non-computable OR events) from cognition (continuous information integration on the post-collapse renormalized graph) yet shows both emerge from the identical gravitational-network process operating across 27 orders of magnitude. We derive in exhaustive detail the Newtonian OR threshold, its holographic ultraviolet completion, the hierarchical scaling law, the RG flow on graph Laplacians, the master evolution equation, and explicit predictions for JWST cosmic-web surveys, microtubule coherence experiments, and synthetic “thinking” universes. Limitations (decoherence, timescale mismatches) are confronted rigorously, and falsifiable tests are enumerated. HSIOR thus provides the first fully specified cross-scale theory linking quantum gravity, cosmology, neuroscience, and consciousness without invoking new fundamental forces - only the universal mathematical strategies the universe already employs for resource distribution.
