Building on the substrate field introduced in Paper I, this paper establishes a necessary correlation between the substrate’s rigidity K and the total mass M of the universe. Dimensional analysis and self‑consistency of a gravitating system lead to the scaling relation K ∼ GM²/R⁴, where R is a characteristic cosmic scale. Gravity is reinterpreted as a manifestation of substrate density gradients: writing the total substrate density as ρ₀ + δρ, the gravitational acceleration is g = −(c²/ρ₀)∇(δρ), which reproduces Newtonian gravity without invoking dark matter. The uniform background ρ₀ produces no net force, explaining why the large effective density does not affect local dynamics. When the central mass exceeds the substrate’s elastic limit, the substrate fractures and triggers a new expansion phase, giving rise to a cyclic universe. The paper also discusses how the substrate field unifies thermodynamics (the arrow of time from dissipation), quantum phenomena, and gravity under a single physical entity.Part II of the Substrate Field Theory series
