This article presents the specification of CivScanner — the first instrumental complex for the quantitative measurement of civilization parameters as a special form of matter (Form 3). The system follows a two-block principle: Data Press, responsible for data collection, verification, and normalization, and the Civilizational Metric Scanning Module (CMSM), which performs analytical computations. Unlike existing projects (the Seshat database, Targowski's index approaches, mathematical models from cliodynamics), which cover only individual stages of research, CivScanner implements, for the first time, a complete pipeline from raw data to a diagnostic report. Key innovations of the system include: end-to-end verification with individual confidence coefficients for each value; mandatory temporal binding of data; validation of missing data reconstruction using cross‑validation; computation of the five basic metrics of the Teleonic-Catalytic Impulse (KVDS, PSZ, EEC, URT, IRP); and the integral CITCI index. Based on quantitative results, the system generates a qualitative diagnosis: overall level of actualization, identification of imbalances between modules (technological determinism, governance crisis, reflexive stagnation, etc.), as well as dynamic signatures of crises using time series. All weights and thresholds are preliminary and subject to calibration on historical data (first stage: 5–10 societies; main stage: 20–30 societies).
