This paper establishes that every non-trivial persistence problem necessarily induces a global persistence structure. Combined with the Persistence Admissibility Theorem (PAT) and the Admissibility Necessity Theorem, this yields: every real system facing persistence under transformation is governed by a unique global constraint R ≤ F·M·K. Global persistence laws are not optional formulations. They are structurally unavoidable.
