What is the most fundamental distinction in the architecture of existence? Energy-Efficiency Theory (EET) answers: the distinction between free-state energy and constrained-state energy. This paper — version 3. 1 — develops the complete ontology of the two fundamental forms of energy as the first pillar of the EET physical constitution, now carrying the full axiomatic foundation of Core Rules v5. 7. Part 0: Constitutional Foundations. For the first time, the ontology of the two forms of energy explicitly establishes the complete constitutional architecture upon which all subsequent physical ontology rests. We declare the L-2 Sole Meta-Axiom — Absolute Truth is Unreachable — as the Sword of Damocles that permanently revokes truth-claims from all EET-internal propositions, including the Physical Postulates themselves. We derive the L-1 Twin Pillars: the three Physical Postulates (Energy Ontology, Finite Actionability, Finite Distinguishability) as the Left Pillar, and All Cognition Is Modeling as the Right Pillar with its dual identity (deductive consequence of the Left Pillar, and first principle of the Cognitive Constitution that grants presuppositional legitimacy to the Physical Postulates while denying them truth-claims). We explicitly declare that this document's starting axioms are a Presupposition of Cause — a chosen modeling starting point, not Absolute Truth — thereby achieving the self-referential honesty mandated by the L-2 Meta-Axiom. Part I: Constitutional Core. From these first principles, the two forms of energy emerge as the necessary consequences of the Primordial Divide. Free-state energy is the default mode of existence: unconstrained, continuously distributed, requiring no maintenance power, and propagating at the maximum signal speed v_. Constrained-state energy is the exceptional mode: localized by persistent constraints, requiring continuous maintenance power Ė₌₀₈₍ > 0, possessing inertia, and manifesting as mass m = Ec/c². This distinction is not an arbitrary classification but the necessary consequence of the first constraint that established a boundary between the maintained interior and the unmaintained exterior. Difference provides the options; Efficiency makes the selection. The very name Energy-Efficiency Theory encodes this dual root: Energy corresponds to Difference, Efficiency corresponds to Trade-off. The name is not a contingent juxtaposition but the precise linguistic projection of the two roots of opposition, with Difference as the primary ontological substrate and Efficiency as the secondary axiological operation. Five universal principles govern the interaction of free and constrained energy: mutual definition, waxing and waning, polar transformation (with its hidden asymmetry — free constrained requires directed investment, constrained free can be spontaneous), dynamic balance, and mutual permeation. Second, =1 as Maximal Expressivity: at the optimal balance point, free-state and constrained-state energy achieve peak cooperative capacity (), and energy attains its maximal capacity for self-articulation — the condition under which complex structure, from quantum coherence to civilizational flourishing, becomes possible. This provides the unified physical foundation for why =1 recurs as the universal critical point across all scales of EET.
