Abstract We present a foundational reformulation of cosmology based on a radical Ontological Inversion: that the Second Law of Thermodynamics is not a statistical consequence of unitary physical laws, but the primary causal driver of reality itself. We posit that the Universe originates as a low-entropy Information Singularity—a state of maximal "Thermodynamic Debt"—and that spacetime, quantum fields, and biological observers emerge as optimized dissipative structures to relax this tension. By modeling the cosmos as an Open Quantum System within the Schwinger-Keldysh Closed-Time-Path (CTP) formalism, we derive a non-unitary Lindblad Master Equation that governs cosmic evolution. This framework resolves the Horizon Problem via a primordial "entropic time spike" (divergent dissipation rate) without invoking a scalar inflaton field; generates a dynamic Holographic Dark Energy (Lambda proportional to S-dot/A) that naturally resolves the Cosmological Constant Problem and the Hubble Tension; and predicts a unique, scale-dependent non-Gaussianity (fNL) in the Cosmic Microwave Background. Furthermore, we unify the "Arrow of Time" across cosmological and biological scales by demonstrating that observers act as "metabolic integrators" minimizing local Variational Free Energy to accelerate global dissipation.
