This work establishes the Wanji Gravity (WJ) model, a scale-invariant unified gravitational framework centered on the cosmic potential energy field (cosmic tension). We derive a single fundamental constant gw = 9. 66 (05) x 10^-28 m/s³ from galactic rotation curve data, which quantifies the intrinsic tension of the cosmic fabric and eliminates the need for ad hoc dark matter and dark energy. The WJ model is validated by seven independent authoritative datasets, including SPARC galaxy rotation curves, Planck 2018 CMB TT power spectrum, and JWST high-redshift galaxy observations. Key results include: A natural explanation for flat galactic rotation curves without dark matter; An analytical derivation of the CMB first acoustic peak at l=223 (1. 4% error vs. Planck 2018 l=220), using only gw and the independently observed baryonic ratio etab=0. 0494; Resolution of the 5-sigma Hubble tension; Consistent predictions for massive early galaxy formation observed by JWST at z > 8-15. This framework redefines gravity as a time-cumulative cosmic process, resolving core cosmological crises while adhering strictly to Occam's razor.
