Abstract As humanity approaches artificial general intelligence (AGI) development, coordination mechanisms must scale beyond current centralized systems to ensure distributed governance survives the transition. We propose a three-tier hybrid blockchain-AI infrastructure designed to operate across six orders of magnitude: from terrestrial GPU nodes (10⁴) through planetary networks (10⁶) to theoretical cosmic-scale coordination (10¹⁵). The architecture combines edge computing decentralization (Tier 1), secure performance cores (Tier 2), and air-gapped redundancy (Tier 3), providing censorship resistance, energy efficiency, and catastrophic failure protection. This framework demonstrates dual-use value: immediate deployment addressing AGI governance challenges while establishing architectural principles that scale to post-biological civilization coordination. Unlike speculative proposals, this infrastructure can begin deployment using existing blockchain and distributed computing technologies. We present deployment roadmaps with cost analyses (45-80M initial investment, 2-3 year break-even), economic sustainability models, and governance frameworks. The same coordination mechanisms that ensure terrestrial decentralization apply to interplanetary and galactic scales, demonstrating that blockchain-AI hybrid architectures represent scalable solutions for distributed consensus across light-speed communication barriers.
