The relevance of the study of the subject of monitoring legislation and law enforcement practice in the field of providing free legal aid in Russian regions is due to the growing demand for highly qualified support for citizens in the exercise of their rights and legitimate interests, coupled with active changes in legislation in various areas of public relations, the emergence of new social support measures and categories of Russian citizens. In order to increase the effectiveness of providing free legal aid, the authors make proposals to improve the current Russian legislation and practice of its application, taking into account the results of monitoring activities and discussing problems and prospects in this area on various discussion platforms. The purpose of the study is to form a reasonable understanding of the subject of monitoring legislation and law enforcement practice in the field of providing free legal aid to citizens, identify problematic issues and shortcomings of the current regulatory frameworks at the federal and regional levels, their application practices, and propose mechanisms for their improvement. The methodological basis of the research was general scientific and special methods of cognition, mainly dialectical, system‑structural, formal‑legal, formal‑logical methods, as well as the method of interpretation of law. The results of the study. The established institute for the study and analysis of the interests and needs of society and the state in the context of a federal division of powers, such as monitoring legislation and law enforcement practice, carried out by the territorial bodies of the Ministry of Justice of Russia, retains its potential, although not in full demand, but is able to effectively and promptly study, analyze and formulate proposals for improving rulemaking and law enforcement, which justifies its study, discussion and adjustment of mechanisms.
