This work develops an informational and thermodynamic framework in which spacetime, quantum mechanics, gravity, and cosmological behavior emerge from the entropic structure of a horizon composed of discrete informational units. The central organizing principle is the Global Entropic Consistency Principle (GEC), which enforces global entropic balance while allowing local entropic variability. The resulting architecture unifies microscopic and macroscopic physics within a single informational paradigm. Preliminary observational considerations indicate that the Unified Theory of the Horizon Coherence (UTHC) reproduces the Radial Acceleration Relation and offers a nonparticle explanation for cluster lensing and cosmic acceleration. This document presents the conceptual framework of UTHC, outlining the foundational principles and emergent structures on which the full mathematical formulation and observational testing developed in subsequent work are built.
