We develop a unified spectral framework governing dynamical systems across quantum, classical, informational, and engineered regimes. This theory integrates geometric evolution rates (Quantum Structural Frequency), bandwidth-constrained observation, dispersion-induced instability, gradient-flow contraction, and operator-theoretic control via projection and spectral gap enforcement.
