This paper aims to study the impact of the Libyan application of the R2P on the doctrine. It claims that the promising conceptual framework of the responsibility to protect was confronted to a double factual failure: once in the implementation of the principle in Libya, and then once again while failing to prevent mass atrocities in similar situations. The study will analyze firstly the conceptual framework, in order to highlight its promising nature and will compare it in a second section with its practical implementation.
