Measuring enterprise technological innovation capability is crucial for optimizing R&D resource allocation and fostering high-quality development. This paper proposes a method to assess innovation quality using patent semantic knowledge elements, innovation potential through IPC combinations, and overall enterprise innovation capability by integrating static stock, dynamic trends, and fluctuations over time series. Empirical research in speech recognition technology illustrates the effectiveness of this approach. The research demonstrates that the proposed method effectively measures enterprise technological innovation capacity. To verify the validity of the patent innovation quality measurement, hypothesis testing and the Mann–Whitney U test are conducted, while post-2014 average innovation quality shows a positive correlation with 2014-end innovation potential, further validating the innovation potential measurement. Static and dynamic measurement results align with industry-recognized rankings, confirming the validity of the overall assessment method. This study enriches existing methodologies, providing a more comprehensive and objective way to measure enterprise technological innovation capability.
