We present a projection-first reinterpretation of dark matter and dark energy as structural phenomena arising from finite admissibility of effective description. Dark matter is identified with regimes where particle-level encodings fail while gravitational bookkeeping remains admissible. Dark energy is interpreted as global capacity exhaustion leading to geometric reorganization. No new particles, fields, or modified dynamics are proposed. The work reframes dark-sector phenomena as limits of description rather than new substances.
