As a continuation of Part One, this paper focuses on "quantitative models and breakthrough paths for civilizational iteration," completing three core tasks: quantification, critique, and breakthrough. Based on the deterministic cosmology of Bian's Universal Unified Field Theory (UUFT), it constructs a quantitative "Power-Rule" three-dimensional phase diagram model, accurately identifying critical points of civilizational leap and power solidification, and visually presenting the phase transition process of civilization from a power-chaotic state to a cosmic deterministic state. It conducts an in-depth critique of the physical-metaphysical nature and anti-deterministic characteristics of super-chaotic hegemony in the digital age, revealing the exponential boost of algorithmic hegemony and platform hegemony to civilization entropy. Finally, it constructs a cosmic political breakthrough system centered on rule axiomatization, distributed consensus practice, and cosmic turn of civilizational consciousness, proposing actionable paths. The study further argues that power is a cognitive bias of humans toward cosmic rules; its chaos will naturally dissipate as civilization deepens its understanding of deterministic rules.
