Quantum kicked rotor (KR) is a paradigmatic model for quantized chaotic systems and results in dynamical localization. The model of KR has been applied to classical optical systems in which sinusoidal phase gratings play the critical role. Nevertheless, high-precision gratings present challenges in fabrication, especially for δ-KR systems that theoretically require ultrathin thickness of gratings. Meanwhile, up to now there have been relatively few realizations of KR at technologically important terahertz (THz) frequency range, while THz wave is one of the least-explored areas in the electromagnetic spectrum, and particularly considered as key to future sixth-generation wireless communication. Here, the metasurfaces, which can not only have ultrathin thickness but also arbitrarily manipulate phase of electromagnetic waves at a sub-wavelength scale, are proposed along a sequence of equally space to form KR systems. We show the realization of THz wave dynamical localization in the spatial frequency domain, which demonstrates a suppression of classical diffusion due to coherent interferences.
