This paper develops a GTUD aligned foundation for the claim that reality is not ultimately grounded in matter or energy but in information as the condition for distinction identity and transition. It introduces Three Axioms of Transition as a minimal ontological scaffold that separates what is empirically tractable from what must be presupposed for any tractability to exist. In this framework information is not a description layered on top of physics but the ground that makes any stable world description possible because it enables difference continuity and lawful change. The philosophical impact is a disciplined reframing of the word God. God is not treated as an entity inside the universe nor as a doctrinal object but as a name for the invariant ground of intelligibility. God denotes the informational basis that allows a world to be partitioned into identifiable forms that persist long enough to be experienced and that can undergo coherent transitions rather than collapsing into undifferentiated flux. This move turns a vague metaphysical intuition into a discussable structure claim with explicit assumptions and consequences. Within GTUD the paper clarifies what it means to pursue a theory with one ground. If the ground is informational then energy form and law become derivations rather than independent primitives. This provides a stable philosophical base for later formal work because it makes explicit which layer is ontologically primary and which layer is used for accountable modeling. It also prevents a common misreading of GTUD in which energy is taken as the ultimate source rather than as a manifest layer constrained by deeper structure. The paper complements The God in Energy by grounding its cosmological axiom in an informational ontology. The God in Energy frames existence through three personal axioms and uses everything is energy as the cosmological background that situates mortality experience and non duality. This paper adds the missing layer that explains why that background can be coherent at all. If everything is energy then the question becomes what makes energy capable of forming stable distinctions and meaningful experience. The answer proposed here is that information is the ground of transition that makes energetic manifestation intelligible. Together the two papers form a two level architecture within GTUD in which the God in Information specifies the ground of intelligibility and the God in Energy specifies the experiential and cosmological expression of that ground.
