This document establishes the first public description of the Idle Power Framework, a qualitative heuristic for analyzing the structural effectiveness of AI systems within national technological ecosystems. The framework introduces five analytical dimensions—technological capability (Mf), operational intensity (F), capital accessibility (A), entry impedance (Z), and knowledge transfer (T) —designed to support strategic and policy-level analysis beyond purely technical metrics. This publication presents the conceptual structure of the framework only. Operational methodologies, calibration heuristics, and extended case studies are intentionally excluded.
