This paper proposes the Vitran-Peeq Postulate, a deterministic framework that models the vacuum not as a void, but as a hyper-elastic, incompressible substrate termed the Vitran Field (V). We characterize baryonic matter as localized, ultra-high-frequency oscillatory nodes—Peeq-nodes—governed by a Root-Source-Manifestation (RSM) ontological hierarchy. By defining quantifiable substrate parameters, specifically Internal Tension (T) and Coupling Stiffness (Aₚ), we derive the mechanical origins of inertial mass, gravitation, and the electromagnetic constant (c). We propose to validate that this framework is ontological and mechanical in nature; while it does not claim immediate experimental confirmation, it provides a rigorous foundation for future mathematical and experimental refinement. This model offers a non-singular resolution to Black Hole physics and a deterministic solution to the N-body problem via Substrate Resonance.
