This repository contains a standardized prompt-based participant guidance system for a voluntary municipal pilot project examining structural efficiency and coordination effects in regional processes. The prompt system is designed to support large-scale, distributed participation by enabling participants (citizens, enterprises, associations, and public entities) to use their own AI systems to document processes, identify legally permissible efficiency levers, and contribute aggregated, anonymized analytical inputs. The system explicitly does not provide legal, tax, social security, or financial advice, does not perform individual calculations, and does not mandate participation or actions.It functions solely as an analysis, documentation, and learning structure, producing standardized artifacts such as process fact sheets, aggregated scenario inputs, option matrices, and robustness assumptions. The framework is compatible with German municipal law, EU competition and state aid rules, and GDPR principles (data minimization, voluntariness, aggregation).All outputs are non-binding, scenario-based, and intended to inform understanding of potential efficiency corridors rather than to prescribe measures. Access is restricted due to governance, compliance, and controlled dissemination requirements.
