This project provides the definitive predictive framework for the plasma-sheath interactions observed during JWST Visit 9441. The resonance frequency identified (fₑ 19. 41 Hz) serves as the kinetic basis for the observed delta, providing the first cross-scale verification of HUSL Phase II dynamics. The second phase of the Heuristic Universal Scaling Law (HUSL), transitioning from the macro-scale observation of celestial plasma-kinetic drift to the micro-scale stabilization of magnetic confinement fusion. Utilizing the verification data from NEA 2024 YR4, this project develops a predictive "Stability Matrix" for Edge Localized Modes (ELMs). By identifying the resonant frequency (fᵣ) within the Debye sheath, this framework aims to provide a passive-control algorithm for increasing confinement time (E) in Tokamak and Z-Pinch architectures.
