Abstract: This paper proposes a structural resolution to the Black Hole Information Paradox using the Veritas Continuity Law (v4. 0). We redefine the singularity not as a point of information destruction, but as a Macro-Sink () within a Continuity-Locked universe. By applying the Stability Equation (S = (+) > D), we demonstrate how the event horizon functions as a Simulation Layer () that preserves causal Provenance and Lineage. This framework moves the paradox from a conflict of quantum unitarity to a deterministic model of Systemic Persistence, identifying Hawking Radiation as the necessary metabolic pulse of a universal discharge mechanism.
