This study reports action research on Nishi-Chiba Urban Farming (NUF), a community garden project spanning public and private land on both sides of sidewalks. The findings are: (1) considering multiple candidate sites and starting small before gradual expansion is effective; (2) early relationship-building with farmers and landowners enabled collaboration among diverse stakeholders; (3) local residents evaluated NUF positively; and (4) participants valued not only agricultural learning but also community engagement and social interaction. These results highlight design and governance factors for implementing cross-sector community gardens.
