The purpose of this study is to clarify the actual conditions and issues related to the administrative procedures for converting existing houses into group home projects for people with disabilities or children. In most cases, dormitories, apartment buildings, and child welfare facilities are treated as such under the Building Standard Law. Less than 20% of the projects are detached houses. In municipalities that treat group homes as detached houses, the building department, welfare department, and fire department consulted with each other to develop and implement the procedural flow, requirements, and inspection items.
