Civic tech activities have been spreading to solve local issues by citizens utilizing ICT. The purpose of this study is to analyze the activities of Code for Kakegawa from the three perspectives of people, place, and technology, and to examine solutions to the issues in civic tech. Through the analysis, we found that Code for Kakegawa is characterized by the use of technology, the flexibility of the place, and changes in the participants. These are the elements of technology, people, and place that complement each other, and this is a valid suggestion for the sustainability of civic tech activities.
