This paper (Part IV) investigates the geometric identity of the gluon and the deterministic origin of string tension within the discrete E₇ Eisenstein lattice. Rather than treating the gluon as a kinematic gauge boson, we model it as the dynamic "Topological Action Penalty" incurred when quarks traverse inter-nodal fractional space. By evaluating discrete topological integrals, we naturally derive the linear confinement component of the Cornell potential with a constant geometric string tension of = 0. 2500. Furthermore, utilizing finite differences, we demonstrate that Asymptotic Freedom emerges geometrically at sub-lattice scales (r < 1. 0). Finally, we map a macroscopic 60^ anisotropic quantum symmetry wave of string tension, suggesting that rotational symmetry breaking and linear color confinement are fundamental, geometric consequences of the periodic vacuum architecture.
