We formulate a cascade-saturation system within renormalization group (RG) theory. Exponential amplification across logarithmic depth combined with quadratic nonlinear feedback produces a logistic beta-function and a unique infrared-stable fixed point. The corresponding bounded observable is expressed in closed form using the Lambert W function. The resulting value defines the Ibaguner Constant, a universality-class fixed-point quantity determined by cascade scaling and flux balance. We analyze stability under intermittency perturbations and two-loop corrections.
