Neutron star mergers (GW170817, GWTC-3) provide LIGO empirical anchors. The mass gap (2.5–5 solar masses) is predicted as a consequence of the Pe discontinuity at V* crossing. Gravitational wave standard sirens provide an independent future test of the Hubble tension Pe-regime boundary derived in Paper 71B.
