The rapid expansion of electromobility increases the need to understand how environmental values shape electric vehicle (EV) purchasing decisions. Despite extensive research on environmental attitudes and EV adoption, no EV specific framework exists for quantifying consumer level environmental commitment. This study addresses this gap by developing an Environmental Commitment Indicator Framework (ECIF) based on a structured survey. Environmental commitment is measured across four dimensions–knowledge, attitude, behaviour, and motivation–and integrated into a transparent composite indicator. A pilot questionnaire was administered to 78 respondents at two EV related public events to assess value-based consumer behaviour and test measurement reliability. The methodology includes questionnaire design, data collection, normalization of mixed response formats to a 0‐1 scale, calculation of sub-indices, and construction of a composite Environmental Commitment Index: ECI = 0.2×Knowledge + 0.3×Attitude + 0.3×Behaviour + 0.2×Motivation. Reliability was evaluated using Cronbach’s α, and dimensional validity through exploratory factor analysis. The framework was implemented in Excel to enable automated scoring and visualization. Findings show that the ECIF captures meaningful variation in environmental commitment and reveals patterns linked to EV purchasing intent. A wide range of literature published between 2000 and 2024 was reviewed using multiple search engines and databases, including Google Scholar, Web of Science, Scopus, ScienceDirect, and MDPI; however, these searches consistently returned only general environmental attitude studies, EV adoption models, or sustainability metrics, and none of them included an EV???specific Environmental Commitment Indicator Framework offering a practical, scalable tool for research and policy applications.
