China’s rural land management policies have undergone multiple stages of development. At present, in line with policy guidance, there is an urgent need to advance the development of the rural revitalization strategy. This paper elaborates on the socio-political background of comprehensive regional land consolidation. Understanding its connotation is essential before conducting research; therefore, the paper summarizes the scientific connotation of comprehensive regional land consolidation and the progress of land consolidation in China. The importance of comprehensive regional land consolidation for China’s development is self-evident, as it is a national action that should be authorized by law to enable the government to implement measures while safeguarding the interests of all parties. Currently, legislation in the field of land consolidation in China is relatively weak. It is necessary to examine the content and methods of foreign land systems and land management systems to draw on experiences and further improve the legal safeguards for comprehensive regional land consolidation in China. The “Territorial Spatial Planning Law” lays the foundational direction for consolidation, clarifies objectives, defines responsibilities, promotes land transfer, and supports the development of multifunctional agriculture to drive rural revitalization, with the ultimate goal of achieving the objectives of building a more beautiful China.
