Paper 33 demonstrated that hydrogen configurations are the universal memory medium across seven scales — from atomic to cosmological. This paper extends that thesis to the problem of consciousness: consciousness is γ — electromagnetic information originating from the center (C₀). Hydrogen configurations (H) are the carrier of that consciousness: they receive it, retain it, and enable structural construction (S). This paper analyzes four independent empirical lines of evidence: (1) propofol — loss of hydrogen bond at the receptor causes loss of consciousness (Woll et al., 2016); (2) neurotransmitters — every receptor-mediated conscious signal involves a hydrogen bond at the binding site (Penmatsa et al., 2013); (3) oxidative stress — loss of hydrogen configurations correlates with loss of cognitive function (Swerdlow, 2018); (4) the brain's electromagnetic field — information transfer (γ) whose retention is ensured by hydrogen configurations (McFadden, 2020). The claim is strictly falsifiable: it falls if a structure exhibiting operationally defined consciousness without hydrogen chemistry is demonstrated. To date, no such structure is known.
