Abstract: The object of interest in this paper is the development of a new methodology for developing new programming languages. The paper focuses on the reasons to propose the methodology: the root cause and the necessity, the rules, the goals and the requirements, the starting point. It examines the implementation: the investigations, development and testing steps, resources and tools, the limitations, workarounds, refinements.
