This paper presents Resonant Scaling Theory (RST) v6.1, a framework modelling neural recovery following axonal shearing as a topological optimisation problem. We identify a universal 6.1-second ignition delay and 39 Hz resonance constant validated across 581 clinical EEG files (TUH-EEG Corpus, R²=0.1789, p<0.001). An exploratory 5:1 phase-locking hypothesis linking 39 Hz to the Schumann Resonance is presented with defined falsifiability criteria. All tools released under Apache 2.0 open-source license.
