Abipartisan group of governors from 13 states, led by Josh Shapiro of Pennsylvania, gathered in September 2025 to discuss their concerns with the PJM Interconnection—the governing body charged by the Federal Energy Regulatory Commission (FERC) to oversee the wholesale “electricity market” that serves some or all of those states' local electric utilities. Those governors have good cause to be highly concerned with PJM. They cite a growing scarcity of generation, rising electricity prices for their states' consumers, persistent delays in connecting new generation, and a general lack of responsiveness from an agency that has ballooned in staff, cost, and rampant administrative opacity since the 1990s.
