Trade between Vietnam and the European Union (EU), particularly agricultural exports, has achieved significant milestones, especially after the Vietnam-EU Free Trade Agreement (EVFTA). However, non-tariff measures (NTMs) have had a profound impact on Vietnam’s agricultural exports to the EU. While export value has increased due to compliance with NTMs, these regulations have also posed challenges for businesses, ranging from flagged goods being returned to damage to brand reputation and competitiveness. This research systematizes the theories and practices surrounding NTMs, analyses the agricultural export situation from 2012 to 2024, and assesses the impacts of these measures on Vietnam’s agricultural export activities. The results show that while the impact of NTMs has helped boost exports, the extent remains limited. The study also provides recommendations for the government, agricultural associations, and businesses to meet the EU’s requirements and promote exports.
