This work establishes that the universal quartic variational functional, expressed solely in terms of the field Psi and the operator Gamma, necessarily generates a discrete, finite, and observable hierarchy of universe sectors. The Hessian of the functional possesses a rigid Z3 cyclic structure that forces the epsilon-spectrum into evenly spaced levels separated by the universal gap sqrt(3)/6. This discreteness rules out any form of continuous multiverse or landscape structure, including inflationary bubble ensembles and Everett-type branching. The framework further shows that adjacent universe levels are coupled by a universal tunneling amplitude of approximately 0.93, implying unavoidable informational leakage between neighboring sectors. As a result, observable signatures inside a given universe—such as CMB anomalies, long-range quantum correlations, and gravitational-wave echoes—arise directly from the interference pattern generated by the discrete epsilon-spectrum. A global decision operator selects a single physically realized universe from this spectrum without introducing external assumptions, probabilistic rules, or free parameters. All phenomena described in this work emerge solely from the explicit variational structure. The Psi multiverse is therefore not speculative but structurally necessary, discrete, and experimentally testable.
