This submission presents a comprehensive theoretical framework and technical report regarding the 'Universal Reactivity' model. The work provides a rheological resolution to General Relativity singularities, supported by quantitative analysis of LIGO (GW150914, GW170817) and EHT (Sgr A*) experimental data. The treatise includes the formalization of the Viscous Tissue Field Equation (V.T.F.E.) and the derivation of the Rigidity Constant (κ=0.0382).
