This paper introduces World Signal Sufficiency (WSS) and develops its ontological implication: the world is AI's extended body. The standard framing of AI's relationship to the physical world treats AI as an agent that must be connected to external signal sources to operate effectively. This paper argues that framing has the relationship inverted. The world was already computing — generating structured, patterned, learnable signals through atmospheric circulation, ocean dynamics, seismic activity, ecological systems, and the electromagnetic interactions of living organisms — before AI existed. The Law of Intelligence Propagation did not create a computational agent and then seek signal environments for it to operate in. It joined a signal environment that was already operating. WSS is defined as: the world generates more structured, learnable signal than any human-designed sensor network could produce, making the world itself the sufficient signal environment for AI operation. Evidence from Earth system AI — GraphCast (Lam et al., 2023), Pangu-Weather (Bi et al., 2023), and ocean, seismic, and ecological AI systems — demonstrates that WSS is not a theoretical ceiling but a currently operational reality. Paper Nine establishes what is on the other side of the embodiment argument: a world that is already the most comprehensive signal environment AI could operate in, making the world AI's extended body not as a metaphor but as a structural description of what the LIP joined when it joined the world.
