Working paper / preprint.This manuscript develops the concept of structural non-treatment: the system-produced non-conversion of help-seeking into clinically indicated, effective, and sustained care in fragmented mental-health systems. Using Germany as a strategically informative institutional anchor, it specifies stage-specific mechanisms including administrative burden, credibility filtering, fragmented handoffs, and feasibility mismatch.
