This deliverable is part of the iCOSHELLs project under the EU Mission “A Soil Deal for Europe” and provides a joint governance structure and co-creation framework for the six iCOSHELLs Soil Health Living Labs. It defines guiding principles, roles and processes that ensure coherence across Living Labs while enabling local adaptation, and it outlines an overall monitoring and evaluation system for iCOSHELLs. The report specifies a structured co-creation concept consisting of eight stakeholder-focused sessions per Living Lab, complemented by practical templates to support inclusive participation and compliance with data management and ethics requirements, including an approach to strengthen soil literacy. It is accompanied by a Train-of-Trainers programme (January–March 2025) to build implementer capacity and peer learning, and it conceptualises iCOSHINE, a peer-to-peer exchange framework, to connect Living Labs with external expertise and strengthen peer learning, replication, scaling, and cross-work package integration.
