ICMM-FW-09 introduces and formalizes a fundamental principle of the ICMM (Complex Multi-Magnetic Information) framework: structural precedence and conditional realizability in the deployment of structures within the Electro-Magnetic Space (EEM). Building upon previous work on EMP/EEM spaces, Fundamental Geometric Forms (FGF), and multi-scale informational dynamics, we define prerequisite sets P (I) P (I) P (I) and composition graphs G (I) G (I) G (I), unified into a complete realizability condition. The framework shows that deployment is constrained, directional, and environment-dependent. It introduces deployment latency and network-based dynamics. Exploratory simulations (v4 and v5) support the internal consistency of the model.
