The Uganda Retirement Benefits Regulatory Authority (Uganda Retirement Benefits Regulatory Authority) was established in 2011 to regulate and supervise institutions providing retirement benefit products and services in Uganda. Central to its mandate are the protection of pension funds, safeguarding the interests of members and beneficiaries, and the promotion of transparency and accountability within Retirement Benefit Schemes (RBS). URBRA licenses retirement schemes, trustees, and key service providers—including administrators, fund managers, custodians, and external auditors—on an annual basis, subject to compliance with statutory and professional requirements. Despite this regulatory framework, financial reporting within RBS continues to present significant dilemmas relating to disclosure quality, compliance, and oversight. This study examines the financial reporting challenges faced by retirement benefit schemes under URBRA’s regulatory environment and evaluates the implications for accountability, stakeholder confidence, and regulatory effectiveness. The paper contributes to the discourse on pension regulation by highlighting areas requiring strengthened reporting standards and supervisory practices in Uganda’s retirement benefits sector
