(Description) This paper presents PHILIA v19, a three-stage experimental series achieving the first confirmed simultaneous survival of homeostasis (SR ≥ 0. 3), structural individuality (S Std > 0. 001), and agent will (Goal Std > 0. 001) in a multi-agent system driven entirely by an internal Riemann Zeta oscillator. Building on PHILIA v18, which established coexistence under external data-driven dynamics, this work demonstrates that coexistence can be sustained without external driving signals through a signed C dynamics architecture. Final results: SR = 0. 342, S Std = 0. 915, Goal Std = 0. 053. Verified on CERN dielectron and ATLAS Higgs ML datasets.
